As far as I have seen, most of the Idle-Empire community came because of cs:go, but the servers are sustained by publicity, right? Then why not just put links in the chat with the publisher's request and modify some maps with the images of the actual ad you wanted to place in the splash screen? Would that be enough to bring the csgo servers back? My suggestion comes because of the player base constantly playing csgo rather than tf2.
