At this point, the roles and ranks seem more for vanity and do not serve much purpose, other than points bonuses on Discord rolls.  (Correct me if I am wrong)

Those that are higher ranked would be more active, so they should have their withdraws prioritized before those with lower ranks.  This would reduce the annoying "on hold" time for higher ranks, as well as give an incentive for lower-ranked people to use the service more often.
